The Korea Local Administration Review

The purpose of this study is to suggest appropriate solutions for the problems related to the transition process of the EupMyeonDong(submunicipal level divisions). To this end, this study examines the case of EupMyeonDong conversion, drew up issues associated with the case, and proposed appropriate solutions for it. First of all, the cases of transition in EupMyeonDong were reviewed by type and related issues were drawn. Issues derived from the case were found to be the need to distinguish EupMyeonDong, the difference in status of EupMyeon, the special favor of farming and fishing villages, the lack of legal regulations and the right to approve them by the Ministry of Public Administration and Security. The strategies presented by this study can be summed up as the reduction and abolition of the division of EupMyeonDong, the resolution of special issue of farming and fishing villages through the special law, the revision of related laws, and the transfer of the right of approve the conversion to metropolitan and provincial governments.
