This article is trying to identify the factors affecting the institutionalization of human rights through empirical analysis in local government. In order to analyse the factors, a discrete and ordinal logistic regression model was established and an empirical analysis was conducted. The analysis showed that the political belief of mayor of local government, the size of the vulnerable citizen as to the human rights, and the type of local government effect on whether the human rights was institutionalized or not in local government. Regarding the level of human rights institutionalization, it was confirmed that the ratio of progressive local council members and the size of the vulnerable citizen had a significant impact. In particular, the size of the vulnerable citizen as to the human rights was found to be larger than the ratio of progressive council members of local government or mayor. The results of the empirical analysis supplemented the limitations of existing research on institutionalizing factors on local government, confirming the diversification of local government policies through local autonomy. Also, the influence of the underprivileged suggests that despite political beliefs, local governments need to push ahead with human rights system, considering the policy environment of local governments.
