The local council is regarded as a legislature that performs legislative functions such as enactment or amendment of municipal ordinance. The municipal ordinance is legislated through the interaction process of various actors and taking time on enacting an ordinance is different. The municipal ordinance acts as the basis for policy. Therefore, resolving the policy problem requires a timely resolution of the ordinance. Therefore, this study analyzed the factors affecting the period of the ordinance for the 8th and 9th Congresses of Gyeonggi Province. As a result of the analysis, it was found that the characteristics of the ordinance (the result of the treatment, whether it was enacted) were the main factors that delayed the processing period of the ordinance. Also, the characteristics of the representative initiator and the political support level of the Ordinance were found to have different influences on the standing committee, the plenary session and the whole processing period. The level of political conflict was found to have an influence only at the plenary session. This suggests that the process of the plenary session may be changed by various factors due to the conflicting ideological conflicts of political parties.
