Although gender budgeting system is well institutionalized in Korea, few studies have attempted to evaluate the effectiveness of gender budgeting system even in the Korea government which administers. The objectives of this study was to address whether an affiliated-department of the public official or a leading department of the gender budgeting influence the public officials’ perceptions of institutional effectiveness. Specifically, this study examined the interactions between an affiliated-department and a leading department of the gender budgeting and the following independent variables: the cognitive experience of the public official, the interest in the gender budgeting, the perception of the appropriateness of the gender budgeting system, and the experience and awareness of the gender budgeting system. As a result, we found that the affiliated-department of the public official influenced the public officials’ perceptions of institutional effectiveness. The leading department of the gender budgeting, except for considering the gender equality effect in the budget review, was not significantly associated with the perceptions of institutional effectiveness. However, the leading department modified the relationship between the personal interest in the gender budgeting and the consideration of gender equality in budget review. When the influence of the affiliated-department or leading department was controlled, we found some differences in the relationships between independent variables and institutional effectiveness components. In conclusion, this study suggests implications for the operation of the local gender budgeting based on the findings.
