Change and Growth of the Institution of Local Public Enterprises

This study analyzes the institution of local public enterprises in Korea, which is based on the Local Public Enterprises Act of 1969. Since the law was established, local public enterprises have changed and grown in quality and quantity. So this research classifies the institution into three large stages, and compares them, based on management doctrine, business spheres and scales.
According to the results of this analysis, management doctrines emphasized public interests in the beginning, but recently the emphasis is on harmonizing public interests with efficiency. In business spheres and scales, local public enterprises are witnessing an expansion of indirect-management, which is on the increase. So they need a new management philosophy and new business doctrines.
