The Analysis of Disaster Relief Network System in the Private-public Cooperative Local Disaster Responsedownload
The purpose of this paper is to derive the policy implications from measuring the impact of the private-public cooperative local disaster response network. To do this, we analyzed the public-private cooperative network of Suwon City by classifying disaster type and disaster relief agency function based on the cognitive accuracy model. As a result, the natural disaster material mobilization network was type 4 in which did not correspond to all networks, and the social disaster material mobilization network was type 2 in which did not correspond to the real network. In addition, the natural disaster and social disaster volunteer service network was type 3 in which did not correspond to the official network. Therefore the impact of the public-private cooperative network in Suwon City was found to be low overall. This analysis will be able to provide a strategy to maximize the impact of the current disaster response network, such as presenting priorities for network improvement and the list of organizations coordinated in detail.
