The Saemaul Undong Project in Korea have suggested as a successful national development model, with increasing importance of poverty reduction or local development in developing countries. Most of scholars agree that the successful factor for outstanding achievement of Saemaul Undong Project in 1970s is some important role of the Korean government. Even though it was popularized, the study on the Korean government role for Samaul Undong Project was not carried out comprehensively or systematically through compositive perspectives. The major reason is that previous studies related to the successful factor for Saemaul Undong Project has been examined by fragmentarily Korean government’s role.
In line with these perspectives, the purpose of this study is to find out some important role of government for national development and some strategies for Korea’s Official Development Assistance programs, through the multi-dimensional analysis on the role of Korean government for the Saemaul Undong Project in 1970s. This research tries to reassess the role of Korean government based on the meta-evaluation system. In addition, this study utilizes the Focused Group Interviews in order to confirm validity or reliability for meta-evaluation system.
