This research aims to evaluate the efficiency on the parliamentary activities of 16 local councils and their productivity growth during 2008-2015, using the Super Efficiency Measure(SEM) and Malmquist Productivity Index(MPI). The study shows that the 16 local councils have the average efficiency score of 0.9738; and the most efficient local councils among them are Seoul, Gwang-ju, Jeju, and Jeonbuk the local counciles. According to this research, the Malmquist productivity Index(MPI) of the 16 local councils increased 3%, and the local councils increased the efficiency and the MPI together are the local councils of Gwang-Ju, Seoul, Jeonbuk, and Jeju. This result implies that the local councils of low efficiency are required for the active benchmarking on the services those of high efficiency have performed to increase the efficiency of the parliamentary activities
