A Study on the Design of an Evaluation Model for“Civil Application · Institution Improvement System”

The Korean central and local governments have been undergoing significant reforms since the late 1990s. The Kim Dae-Jung administration undertook a number of initiatives to reform and revitalize both the central and local governments. The current Roh Moo-Hyun administration has continued and sought to upgrade those reform efforts. One of these efforts is related to civil application. The Evaluation Model is the action or process of making a formal request to public organizations by the users of those organizations. In the case of civil application, many policy measures were devised to raise the quality of public services for civil application. The “Civil Application · Evaluation Model” is one of them. However, this system is not operating well. Thus, many people pointed out that the introducing object of the system is beyond reach. So we should check them more frequently. Under these circumstances, the purpose of this study is to design an evaluation model for “Civil Application · Institution Improvement System.”
