Organizational Changes Induced by the IT Disaster Management System and Its Effects: The Case Study of the Seoul Metropolitan Fire and Disaster Management Department

The disaster management system (DMS) based on web information technology has been highly touted as a way of not only improving the speed and quality of response and recovery effects at fire service agencies, but of making its management effective. How and to what extent does the change of organizational structure induced by DMS influence organizational tasks and effectiveness at the local disaster management agency? Using the case of the Seoul Metropolitan Fire and Disaster Management Department during 1998 to 2004, this article analyzes the effects of organizational changes induced by the DMS system on agency tasks and job effectiveness. The study finds that although not fully materialized in streamlining the agency structure as expected, organizational changes induced by technology adoption led to the efficiency and effectiveness of the current Seoul Metropolitan Disaster Management System to some degree.
