The Korea Local Administration Review

  This paper aims at the introduction of the concept of local welfare provision(LWP) and searches for the viewpoint difference between public administration scientists and social welfare scientists, focusing on Korean Basic Pension. In the 20th century the principle of “local welfare, central finance” was established, which means that one of the main duty of local government is welfare provision for their inhabitants.
In order to verify the viewpoint difference this paper makes use of survey method. The viewpoint differences between public administration scientists and social welfare scientists are on government accountability and institutional coherence and side-effect prevention. The result shows that social welfare scientists focus on national welfare supported by central government, which is different from the public administration scientists' viewpoint based on the argument for self-determination.
The introduction of the concept of LWP will contribute to the public administration scientists' interest in local welfare, which leads to the development of social welfare and public administration.
