This study explained an ambivalent attitude of local officials toward citizenparticipation from the value-rationality oriened and purpose-rationality orientedfocusing on instrumental rationality of bureaucracy, and analyzed the factors toaffect it. According to the results, social trust and benefits related to citizenparticipation are significant factors on the value-rationality oriented, while trustin citizens and the benefits are significant factors on the purpose-rationalityoriented. The results show that the ambivalent attitude of local officials isinfluenced by administrative benefits based on instrumental rationality ofbureaucracy. The study also shows that local officials want to obtain not onlycitizen' needs but also citizen's ordinary idea through the citizen participation.
