The purpose of this study is to comparative analysis capital area regulatorypolicy of Korea and Japan using modified Wilson's regulatory politics theory.According to the comparative analysis, for regulatory introduction period, Koreaand Japan were derived entrepreneur politics. In other words, Japan and Koreashowed a similar appearance. Regulatory strengthening period are also based inKorea and Japan were entrepreneur politics. After all, it showed a similarappearance. And for deregulation period, Korea look to client politics. Japan leadto client politics that appear to look similar to Korea. On the other hand, thetheoretical implications as shown by this analysis are as follows. First, flow ofregulatory politics in the modified Wilson's regulatory politics theory from timeto time, it is likely a path dependence, entrepreneur politics, entrepreneurpolitics, leading to client politics. Second, the modified Wilson's regulatorypolitics theory would seem a constant flow of regulatory introduction, regulatorystrengthening, deregulation. Third, the beginning of the regulatory politics in themodified Wilson's regulatory politics theory is usually called entrepreneurpolitics. Fourth, regulatory strengthening period will inevitably accompanied by alaw. And as policy implications, first, that it basically regulatory policy should beaccompanied by a law. Second, promotion background of deregulation is that itshould primarily consider the internal conditions. Third, it should be handed overpart of the capital area regulatory policy authority to local government.
