The purpose of this thesis is to provide an administrative reform alternative through organizational citizenship behavior (OCB) in local governments and to develop a new concept of organizational citizenship behavior based on the self-organization principal. Thus, the self-organizational approach is applied to the organizational citizenship behavior for the purpose of administrative reforms in the local government. This study attempts a deductive methodology and the actual evidence is investigated in a recursive way. The results of this study suggest that public officials should be flexible and self-transcendent, be capable of micro-macro cooperation, and show teleologic and autonomous behavior.
