The success or failure of local autonomy is dependent on the competence of eachcomponent members. Therefore, each organization needs outstanding specialists withprofessional knowledge and site-specific perception. Accordingly, the realizing theimportance of human resources, put a lot of effort into developing personnel tostrengthen competitiveness through improvement of productivity and differentiation.The aim of this study was to ascertain the interrelationships between human resourcefactors and Gyeonggido assembly officer's performance competence to improve theperformance achievement through the strategic human resource management. Datawere collected from 159 employees from august 1st to 7th, 2015. Multiple regressionanalysis was employed to test hypotheses. the results showed that two independentvariables of strategic human resource management has a positive influence to employeeswith job competence and job satisfaction.
