There have been various discussions to estimate the proper sizes of personnel for local governments in Korea. Consequently, they have proposed ways of calculating the numbers in action. The fixed effect dummy variable model and standardized index model are those recently employed methods. More recently, the MIMIC model was introduced to estimate the numbers, competing against the SI model. It seems to disclose some defects relating to the process of estimating the result with the SI model.
This study acknowledges that the MIMIC model would replace not only the SI model but also the DV model in that it utilizes proxy dependent variables. However, the MIMIC model involves a quite complicated process for an application and confines a limited number of variables that would be selected with the multicollinearity test. The work proposes the new version of the SI model, FSI model (Standardized Index for Fire Service Model). The work utilizes proxy dependent variables for the FSI model and generates composite independent variables with the help of factor analysis. The results being applied to the fire services show a stable index and emphasizes the importance of metropolitan areas such as the city of Seoul and Gyeonggi province. It also provides the results of the sensitivity analysis to help decision makers respond to the policy environment more reasonably.
