A Comparative Case Study on Regional Private Resource Linkage System in Social Welfare Sectordownload
The purpose of this study is to look for implications for policy designing aprivate resources linkage system through regional comparative case study. Asmost of local governments have been suffering from the lack of financialresources to provide social service in the community. A private resources linkagesystem is considered as one of the most important and efficient way to rise anddistribute private welfare resources for community-based social providers.This study discussed what roles private resources linkage system has beenplaying in region and suggested how it enhance its roles to build up linkagesystem effectively. The implications derive from the case study are as follows :First, there is a need for formal participation and leading actor of localgovernment in order to establish private resources linkage system. Second, thelinkage structures can be classified into two types that is one public model andthe other is the public-private partnership model according to the environment ofthe area. Third, the fundraising and distributing strategy is set differentlydepending on the linkage structure. In this study, it is presented the key factorsand modules. A prerequisite for establishing a private resources linkage systemis an institutional framework to establish an organization with a legal personalityor to associate with a representative organizations of local. This is accompaniedby ordinance enacted in order to ensure the credibility and transparency.
