Since 2000 Korean local governments have funded the higher education for humanresource and regional development. This study explores the local governments’funding project for higher education and tries to find out the determinants of thebudgetary level or proportion of the local government resources allocated for thefunding project. For the analysis the 2012-year data of Korean EducationalDevelopment Institute is employed. The findings are as follows: first, the localgovernments’ funding projects put a heavy emphasis on the collaborative governmentacademiarelationships. Second, with the collaborative relationships local governmentsintend to enhance citizen’s well-being and promote regional development. Third,across the local governments the budgetary levels of funding project for highereducation considerably vary. Fourth, citizen’s education level and the number ofuniversity of the local governments, and neighboring governments have influenceson the local governments’ budgetary levels of funding project for higher education.
