The model project of residents autonomy council is a hot issue. There are 2 stances
about reform alternatives of residents autonomy council, which are progressive andinnovative methods. This thesis suggests the innovative methods of residentsautonomy. This reform is based on philosophy of rsidents autonomy, fallacy ofresidents autonomy committee and governance of bureaucracy and autonomy. Thechater 3 analyses the problems and causes of residents autonomy. The chater 4suggests the normalization methods of residents autonomy. The paradigm ofadministrative management must be converted to revitalize residents autonomy.
