This study was intended to explore the factors affect the welfareexpenditures of Korean basic local governments which dualized to themandatory welfare expenditure and the autonomous welfare expenditure.In results, the greater welfare demand, the weaker fiscal ability, to have therulling-party-dominant party structure, and the greater political power of themember of the National Assembly who elected from the constituency, as thefactors concerned with central governmental decision, increase the mandatorywelfare expenditure. On the other hand, the smaller welfare demand, thestronger fiscal ability, to have the administrative chief-dominant local politicalpower structure, as the endogenous factors of the local, increase theautonomous welfare expenditure. These results show that the welfare demandand the fiscal ability of the local government affect each type of the welfareexpenditures differently. In an political aspect, besides, it figured out that therelation between the central and the local could affect the mandatory welfareexpenditures, and the local political power structure could affect theautonomous welfare expenditures in the basic local governments.
