The study examined the difference in role performance between conservativemayor and progressive mayor through a comparative case study. The role
performance by two different mayors as administrative manager, head of localgovernment and entrepreneur is studied and policy preference of each mayor isexamined. The study doesn’t support the argument that mayor’s policypreference results in an unbalanced budget. Both mayors show their strength ininnovative thinking and considerate decision-making. At the same time, theprogressive mayor has the advantage of enlarging citizen participation in apolicy process while the conservative mayor shows his strength inimplementing a policy.
