Park Administration suggests Government3.0 as the paradigm of the nationalprinciples. With the same token, local governments are seeking LG(LocalGovernment)3.0 with various strategies. And local governments are the keyactors to accomplish them. The big picture of LG is almost visible to show thecore concepts and the main projects but there is a still remaining question:Who will be the leading organizations or how to arrange them to complete thegoals and strategies of the LG3.0. In other words, Institutional building is thecrucial factor for the success of LG3.0. Based on the case studies, particularlyRoh government’s administrative reform, this paper attempts to investigate thepractical components of the institutional building for seeking the LG3.0.Therefore, it includes the main goals and strategies related to goals-andmeans, organizational building and incentives.
