This article analyzes the two lines of the Innovation Evaluation System (IES) in Korea and the United States. One is the Evaluation of Government Innovation, which was introduced last year in Korea. The other is the Government Performance Project (GPP), which has been in operation since 1997 in America.
For the comparative analysis, this study adopted a cross-case analysis model, which covers various aspects of the evaluation system. The major elements in the model are objectives, approaches, evaluation systems, and feedback. On the basis of literature data, the system and operation of each evaluation tool was examined.
The findings are as follows:
1) GPP puts more emphasis on governmental capacity while IES pays attention to results and capacity simultaneously.
2) On the aspect of approaches, GPP is bottom-up and governance- oriented, while IES is top-down and managerial.
3) In the case of GPP, private institutions have the initiative in the evaluation project. On the contrary, IES is operated by the central government.
4) The scope of IES is comparatively comprehensive, but that of GPP is somewhat restricted to governmental capacity.
5) The evaluation tools of GPP are interviews and survey, but those of IES are performance indicators and survey. Therefore the assessment of GPP is more qualitative than that of IES.
6) The feedback system of IES is instant, while that of GPP is on a long- term basis.
