The Korea Local Administration Review

To build good governance for safety management in local communities, thispaper suggests the following principal components: 1) citizen-led decisionmaking system; 2) partnership among various stakeholders; 3) understandingand analyzing of local risk factors; 4) operating sustainable programs for safetyenhancement; 5) institutionalization; 6) ongoing evaluation and improvement.Given these components, this paper reviews the examples of the localgovernance for safety management in Korea as well as worldwide andinvestigated their accomplishments and limitations. Finally, this paper proposespolicy recommendations for better governance of safety management in localcommunities.
