Although it has long been pointed out that many non-merit based factorsaffect the promotion management process of local civil servants in Korea,specifically what factors affect the process and how much they affect it has not
yet been addressed. This study finds out these unknown aspects of personnelmanagement of local governments by conducting a survey of 197 local civilservants in two separate local governments. This study, on the basis of itsfindings drawn from examining perceptions of local civil servants, suggestssome implications for the improvement of the promotion management of localgovernments.
