Unlike previous studies focusing on economic efficiency of the ‘City-CountyConsolidation’, we conducted a study on the difference in the perceptions of theeffects of consolidation between urban and rural residents. Through theempirical analysis we found that life-related services has positive influence onthe rural residents’ perceptions of administrative consolidation, while thesocio-emotional situation was related adversely. The economic factors had onlystatistically insignificant impacts. For residents of rural areas living in arelatively exclusive and closed environment, the results were found as moreremarkable. We suggest that life-related services and socio-emotionalcomponents should be carefully considered in the early planning stage of theprocess of administrative consolidation between city and county.
