Most recently, the development and publication of the ordinance and the manual of POM (Policy Quality Management) is spreading the recognition of quality management in the public sector. The purpose of this study is to design the framework, to find the core actions in the processes, and to inquire the tools and techniques that is required of the local government in introducing and implementing PQM. The basic framework consists of the preparation, planning (assessment-plan-organizing), implementation (selecting pilot programs-case study-drawing manual-making management cards-monitering- policy promotion), and review (evaluation-reward). Tools and techniques suggested in this study are flowcharts for preparing and manual drawing, benchmarking for assessment, fishbone diagrams for planning, bar charts for selecting pilot and major programs, pareto chart for case study, www (world wide web) for monitoring policy, check sheet for policy publicity, and customer surveys for evaluating policy.
