The Korea Local Administration Review

This paper is to analyze the changes of the local public servant’s cognitionsand attitudes about the governance in Chungju city and Hongcheong countyaccording to the governing styles of the Roh Moohyun’s administration and LeeMyungbak’s administration. Factors were classified as follows: the cognitionformation factors, the organizational characteristic factors, the role recognitionfactors, and the effectiveness recognition factors in relation to the local publicservant’s cognitions and attitudes about the governance. As a result of theanalysis, the following were found out: 1) the cognitions about governance werevery low because of their insufficient education and experiences, 2) theorganizational characteristics were not changed greatly but the inclination tocollaboration and co-working was reduced remarkably. With this result of theanalysis, it is confirmed that the local public servant’s cognitions and attitudeswere changed according to the governing styles of the Participatory administrationand the Lee’s administration.
