Government’s biased support for QUANGOs, which has been institutionallypassed on from the previous military government, has been criticized by variousNGO and scholars. This study describes empirically why this biased supportespecially due to Path dependence of the historical institutionalism still existsnevertheless of institutional changes in order to solve the biased support. Therewas an interesting result that in case of central government, the biased supporthas been solved after the institutional changes. Furthermore, characters ofcentral government affects a way to biased supports during solving process. Onthe other hands, in case of local governments, the biased support has not yetbeen solved after the institutional changes which showed that the biasedsupport problem worked differently between central and local governments.
