The Korea Local Administration Review

This study aims to review and diagnosis the experiences of three executiveagencies in Seoul Metropolitan Government. It has been 3 years since executiveagency system was introduced to Seoul Metropolitan Government in 2008. Theexecutive agency system has been considered to be one of major innovativeorganizational experiments in the Seoul Metropolitan Government. Theagencification have shown more performance orientation in positive side andstill weak managerial autonomy and accountability in negative side. This studysuggests that the scope of the agencification should need to be expanded afterthe institutional improvements of autonomy and accountability.
