This study analyzed that how service needs and the change of localautonomy influence on the change of organizational units of specific servicefunctions using panel data set. This paper handled three issues; first, howspecific service needs influenced on the change of organization units forspecific service, second how the implementation of local autonomy influencedthe change of effects of service needs to the organization units, third how thefunctions of local government changed after the implementation of localautonomy. By panel data analysis this paper confirmed that service needsinfluenced on the change of organization units for specific function and thedegree of effects was increased as experiencing local election. And the ratio oforganizational units undertaking general management was decreased while thatof organizational units for quality of life was increased.
