To improve women team leaders’ leadership in local governments, this studydrew 32 leadership abilities by using competency modeling technique. thendivided into competency groups, and analyzed the result by implementingquestionnaire on 110 women team leaders of local governments whetherdifferences existed between the degree of significance and the degree ofperformance of abilities recognized by women team leaders for eachcompetency. And about leadership competency that was not found out throughthis, the research result was drawn by implementing in-depth one-on-oneinterviews with five women team leaders of A city. As a result of analysis fordegree of significance of each competency and differences of one’s ownperformance level about this, in competency group of individual properties, theadapt competency showed the biggest difference, and in competency group ofperforming work, planning competency showed a marked difference. In addition,in competency group of organization management, the difference of leadingcompetency to change was the most distinctive, and in competency group,managing personal relations showed the biggest difference. Also, at interviewresult, most of women public officials recognized that leadership trainingopportunities were insufficient compared to male public officials, and there weredifferences between male and women for leadership competency by the socialconcepts for roles of men and women, it was pointed out that low competencyabout women team leader, adaptation of get-together culture focused ondrinking as the difficult things to display leadership.
