‘The Framework Act on Low Carbon, Green Growth’ has been enacted sinceApril 14th, 2010 on which the Act entered into force. The national and localgovernments should obey the Act during their policy processes. But since thatdate, some researchers and citizens have considered the governments' greengrowth activities as being inappropriate. What are desirable tasks for thegovernments to keep during the green growth policy processes? This studyresearched to answer this question. Through some researches and fieldinterviews, the study found problems and their causes that the governmentsshould solve. And the study suggested tasks that the governments shouldimplement. The tasks include such things as fostering of a comprehensivepolicy for green economy and green industries; keeping appropriately the rolesof the Presidential Committee on Green Growth(PCGG); establishing anintegrated information management system for greenhouse gases, green buildingand traffic sector, green agriculture, diffusion of culture in production andconsumption for green growth; establishing a governance and network ofgovernmental activities; and improving education and training as well as publicrelations.
