The purpose of this study is to examine the difference of the perception ofthe urban decline between the citizens and the local bureaucrats in Na-ju city,and to find policy implications on successful local urban regeneration'sstrategies. To achieve this purpose, this study reviews the existing literaturesabout the peculiarity of urban decline index and the confirmatory factoranalysis, and verifies the difference of perception using a high-order factormodel within SEM. The main results of this study are as follows. Except theeconomic decline, Na-ju city local official recognize differently every localdecline perception compared with resident's. In the local civil servants case,even the environmental decline and the education & the well-fare declineperception are not proved statistically. The policy implications of theses findingis as follow. In order to make successfully the resident-oriented urbanregeneration strategy of local small-median city, the local government shouldmake the PCRM system and make the partnership with the citizens. In otherwords, the public servants should be changed their administrative service bythe customer satisfaction style.
