Fair society is a society with fairness and justice. The fair society functionsas satisfaction provider for its members and plays roles in nurturing peace andthe grounds for public order and cooperation. Eventually the fair societypromotes growth and development. The fair society have close and mutualrelationships with local autonomy. In order to establish the fair society, local
government and local autonomy should be devoted to the development ininter-sectoral fairness, fair setting-up of system and institutions, strictimplementation of institutions and norm, distributive fairness in outcome of localgovernment, and proof of fairness efficacy.
