With establishment of the Local Governance System Restructuring Act, theconcerns on the contents of reform have been risen. However, the restructuringof local governance system connects with the interest of multi-group.Furthermore, the scope of reform is nation-wide in the korea. Under thesesituation, this paper examines the goal and contents of the reform in localgovernance system. Firstly, the goal of local governance system restructuring iscleared under the consensus of people. Secondly, it is required to balancebetween democracy and efficiency of local autonomy. thirdly, to avoid conflictwith other policy, it is to check contents of the policy. Finally, the people’sdemand is deeply considered for the agreement of policy.
