This paper is to survey and analyze the resident's cognition, the supportinglevel and the expectation of positive effect and the anxiety of negative effect of‘Four Major Rivers Restoration Project’ for the efficient performance of theproject, the minimization of budget waste and regional development.As a result of the analysis, we found that the residents of the projectperformedarea had the simple cognition of the project, but that they had notonly insufficient comprehension of detail contents and supporting but also lowexpectation level of positive effect. Also we found that the male group had therelatively high cognition of the project and the female group had the relativelyhigh supporting. And the highest age, the rural district residents, the loweducated group below middle school, and the highest income group hadrelatively high positive expectation about the project. On the other hand, thelower age group, the higher scholarly group, the urban district residents groupand the middle level income group had the relatively high cognition and anxietyabout the negative effect.Based on the results of the analysis, we insisted on receiving the nationalendorsement and agreement on the basis of residents' participation and policytransparency. Accordingly, we proposed the building of the collaborative localgovernance.
