The purpose of this study is to find change types and implications of newadministrative capital city construction policy using amended Hogwood &Peters's theory. According to the analysis of types, periods can divide withtransfer period, amended period, first maintenance period, second maintenanceperiod. And each types appears with repetitive policy innovation, part endedpolicy succession, compliant policy maintenance, and compliant policymaintenance. Meanwhile, implications by the process are the discordancebetween Hogwood & Peters’s theory study outputs and this study outputs, theobvious difference of policy process by the dominant group change, the mostimportant triggering mechanism which have affection to types of policy change,the consistency of policy change types process, and the new types sublation byinstitutional decision, etc.
