The purpose of this study is to inquire risk factors of the future air pollution in Seoul City, and to analyze policy analysis via the Q methodology. The Q methodology is to consider the actual social phenomena, such as environmental problems, especially for recognition of community members to define the problem. This study shows risk factors in Seoul city of the future air pollution and policy, they are classified into four perspectives factor, 1) direct risk factors, 2) indirect risk factors, 3) responsibility factors, 4) regulatory policy factors. Particularly, it’s essential to either institution or policy of civic participation activities for the realization of both pollutant’s measurement and responsibility’s increasement. This examination shows it is possible to improve the air environment when technology development, regulatory policies, civic participation activities are sequentially performed.
