The purpose of this study is to find factors and types of ordinances(requwstfor reconsideration) output change process since popular election. According tothe analysis of the policy change using the EAI framework, the municipal taxordinance changes the tax rates dualistic policy to the tax rates unitary policyand the city planning ordinance changes the role indefiniteness policy to therole definitude policy. Together, the type of EAI framework appears withnon-compliance of design error. And negotiation body ordinance changes theoffice work support policy to the office work support exclusion policy.Together, the type of EAI framework appears with executive error. Finally, thisstudy implicates the existence of improper policy change by the mayor ofSeoul, the importance of policy implementation organizations, and theenlargement of various non-compliance factors, etc.
