Although there has been an increasing interest in metropolitan regions, we are still unaware of how to compare these regions and understand the diversity of their governance. By measuring and analyzing the inter-organizational economic development policy networks in Minneapolis and Pittsburgh regions, this study provides empirical evidence of diversity in metropolitan governance in two regions. In addition, this study identifies two models of governance -Integrated model of governance and Isolated model of governance- based on the analyses on patterns of policy interactions in two regions.
