The Korea Local Administration Review

 This paper is a comparative case study on the claimant actions and opposition actions, and the influence factors on these actions, in civil recall courses of four city cases for finding problems and proposing improvements of Korea civil recall system. The researcher compared and analyzed influence on claimant actions and object actions of per process stage. Influence factors are 1) the causes of recall, 2) the claimant of recall, 3) the object to be recalled, 4) the special characters of city, 5) the problems of civil recall relevant central and local government ministries. According to results of analyzing, the researcher discussed and explained the relation between causes and effects of variables, and proposed improvements by influence factors.
