By introducing alternative interpretation of Korean decentralization policy fromdevelopmental perspective, this paper aims to criticize mainstream approaches
on the issue and to provide alternative way of recycling the developmentalstate by borrowing some ideas from dual state thesis. As a conclusion, thispaper points out the importance of new local governance structure based oncapable local government supported and monitored by democratic local civilsociety.
