Recently, Organizational Citizenship Behavior (OCB), voluntary and unofficialaction to contribute to the organization, is increasing in the public sector. Thisresearch targets the Seoul metropolitan government servants to measure therelationship of influence and channel among the primary factors that influenceOCB and to draw out the policy level implications to increase voluntary activitiesto contribute to the organization by the government officials. Structural equationmodel analysis was conducted targeting government officials of the City ofSeoul. It shows that their awareness of the organization’s fairness makes themtrust their organization. This trust towards their organization induces OCB afterthe officials experience emotional involvement with the organization.
