This work is dealing with new theoretical perspectives and discussion of city-region governance which sought out supporting region economic development and competitions. This work shows the case of cooperative partnerships among city-region governments in many other countries. The successful cooperation and partnerships among city regional governments could be achieved concreted by new relationships likes as network-linkages, cooperative partnership and administrative cooperation rather than the old type of the dismantling administrative district. Particularly, this work is found followings; the meaning of city region is very critical in the sense of global economy unit; the making of super-regional economic zone and cooperative governance among city-region governments is also significant; the promoting of city-region cooperative system would be imperative temporarily; the making city-region governance will be better prescription rather than the creation of city-region economic integration simply.
