Personal exchange system of local government is one of engage system for selecting best employees. Most of local government needs more specialized employees. The composition of local government employment has changed massively in elected mayor system. The problem is not doing change employees each local government to government. Thus, this study focus on how to exchange employees well for efficiency to manage the government.
