Nowadays it gradually becomes main regional development instruments for localgovernments to strengthen their creativity. The purpose of this studies is to developimprovement strategies of strengthening of creativity of local governments on thebasis of regional policies implemented in local governments including communitydesign, creative industry, walk way, cultural facilities and creativity abilities.Spatial distribution of creativity for local governmentsThe purpose of a study on spatial distribution of creativity for local governmentsis to analyze on spatial distribution characteristics of creativity and the level of spatialconcentration by building the analytical framework and to provide policy implicationsto increase creativity of local governments. First, in chapter 2, the theory behind thisand previous studies about the concept of creative cities are discussed and thecomponents of creativity and its deciding factors are defined. In chapter 3, the typesof promoting policies for creative city in the current local governments are classifiedas four, urban regeneration, pursuing culture city, developing creative industry andimproving city image, for the purposes of promoting the type and those problems arederived. Chapter 4 defines components of creativity, creative class and creativeindustry, and analyzes spatial distribution characteristics. Chapter 5 classifies the levelof creativity using K-mean cluster analysis based on the results of limited analysis andsuggests devised ways to increase creativity of the current local governments
  
   Clustering strategies for creative industriesA study on clustering strategy for creative industries aims to suggest to localgovernments policies to promote development of creative industries, considered as coreof creative economies. Particularly this research is focused on the formation andstimulation of geographical clustering that enables creative industries-related actorssuch as businesses, creative talents, research institutes and universities to strengthentheir competences and potentials through actors' interaction.In this study, chapter 2 discusses the existing literatures on the characteristics ofcreative industries and successful clusters. Chapter 3 examines the policy structures ofKorean central government for creative industries and explores four clusters in Korea:Ichoen-si in Gyeonggi (ceramics) and Mullaedong in Seoul (various arts) for cases oftraditional creative industries; and Sinsa-dong in Seoul (design industry) and Goyang-siin Gyeonggi (broadcasting and media industry) for cases of technology-intensivecreative industries. Chapter 4 tries to learn lessons from successful clusters inadvanced countries. Chapter 5 proposes policies and strategies for local governments tonurture creative clusters.Public design policy for local communityA study on the public design policy for local community aims to describe thepublic design policy of local government and to implement it as the appropriate waythat the policy will focus not on the design but on the public. In this study, followingthe introduction, chapter 2 deals with theoretic discussions of the public design forlocal community. In chapter 3, Case studies are done with 3 local communities:Seonbu 2 dong in Ansan City in Gyounggi, Bupyoung Cultural Street in BupyoungGu in Incheon and Wonchon village in Jin-an Gun in Jeollabuk-do. Through this, theperformances and problems of implementation of the public design for the localcommunity in Korean local governments can be lightened. Chapter 4 examines andanalyses current situation of the institution of the public design in Korea. Chapter 5suggests how the public design can be utilized for the local community. Theprinciples and the strategies of the public design for the local community aresuggested and also what the central and local government should do is recommended. The Improvement of Walk Way Project utilizing creative resourcesThis study aims to suggest improvements in the Walk Way Project throughexamining the current situation of the project. For the purpose of this study, theresearcher investigated domestic and foreign advanced cases, and conducted a surveyof local public employees. In chapter 2, the researcher considered the theory on WalkWay as creative tourism and the theory on landscape ecology and Greenway. Inaddition, the researcher drew some lessons from foreign advanced policies that havebeen pushed ahead in the dimensions of national undertakings. In chapter 3, theresearcher investigated central governments, local governments, and privateorganizations and the differences between them in the Walk Way Project. Theresearcher analyzed these results synthetically and checked the situation of each sectorprogress. In chapter 4, the researcher analyzed a survey of local public employees todiagnose the problems of the Walk Way Project, and examined ways of improving it.In chapter 5, On the basis of given cases, policies, and survey analysis results, theresearcher suggested improvements for the Walk Way Project in the sector of planningand development, operation and management, and legislative systems respectively. Improvement strategies in cultural development of local governmentsThe purpose of this study is to develop improvement strategies of localgovernments on the basis of the judgement that cultural development projects includingcultural facilities can not accomplish their goals to foster cultural abilities andrevitalize economies in their regions. Furthermore, nowadays, cultural developmentprojects can be the main sources of degradation of local budgets.In this study, chapter 2 examines the existing literatures to define the concept ofcultural development and to extract the characteristics of cultural development projects.In this chapter the framework of analysis is also made. Chapter 3 explores thecharacteristics of cultural development policies focused on the local governments tofind out main problems in implementing policies. In-depth studies are added in end ofthis part. Chapter 4 examines the current situations of institutional basis in the aspectof government policies including planning tools and evaluation schemes, and relatinglaws of cultural development to find out policy implications. Chapter 5 proposesmeasures and strategies for local and central governments to rationalize the culturaldevelopments and cultural projects.
