   The public service supply of local governments' needs to be searched as the optimal alternative in terms of administrative efficiency and easy of residents. Therefore, this study focuses on improvement plan for the single direct supply, single indirect supply, collaborative direct supply and collaborative indirect supply. Chapter two aims to investigate the actual conditions of voucher used by local governments, and to explore efficiency options. The social services are limited to the social welfare service with the voucher, provided by the ministry of health and welfare and local governments: houseworking and nursing service, total elderly care service, maternity and newborn baby care service, disabled person activity assist service, disabled child rehabilitation service, and local community investment undertaking. To accomplishment, the actual condition analysis and the case study were carried out, then draw some problems and efficiency options of the current vouchers. As a result, there are the problems: the validity of user distinction, the validity of social service with voucher, the efficiency of voucher delivery system, the effectiveness of voucher, and the efficiency of feedback system. There are the efficiency options: the applicability expansion of market mechanism, the disambiguation of policy purpose, the strengthen of the management function of local government, and the efficiency of voucher delivery system between the state government and the local governments.Chapter three paid attention to local government environments and contracting-out system. We set up the questionnaire about current local government environments and contracting-out system. Based on previous contracting-out studies in Korea and other country, we search for current contracting-out institutions and systems, and we ask interview to the officials of local governments. We review the history of the contracting-out, and analyse current operation situation and problems. As a result of questionnaire analysis, we find a few important points. There would be some suggestions to improve contracting-out in local governments. First, it is necessary to make diverse guidelines for contracting-out, especially reflecting various local governments environments. Second, it would be better to have institutions and systems which have motivations to participate in contracting-out. Third, it is time to rationalize the contracting-out price structure. Fourth, it is necessary to consider contracting-out service packages and contracting-out area packages. Fifth, it would be better to start performance contract and performance evaluation. Chapter four is to investigate the current state and problems of TypeⅠ and TypeⅡ service-contracts, and suggest examples and improvement programs for TypeⅠ and TypeⅡ service-contracts. There has been a renewal of critical interest in the service-contracts between local governments(TypeⅠ service-contracts), and service-contracts between local government and local facilities management corporation(TypeⅡ service-contracts). The following results were obtained through the study. First, to redesign TypeⅠ service-contracts, this study suggests examples of service-contracts(training and education for civil servants, research of public health & environment, and agricultural research service, etc.), and the improvement programs(change in perception about service-contracts between local governments, introduction of incentives, providing examples, introduction of information disclosure system). Second, to redesign TypeⅡ service-contracts, this study suggests examples of service-contracts(environmental sanitation facilities, social welfare facilities, culture & sports facilities, and local community centers, etc.), and the improvement programs(providing examples, enforcement of autonomy of local facilities management corporation, building the cooperation system between business units of local facilities management corporation, carrying out diagnosing organizations, and disbanding of unqualified local facilities management corporations).Chapter five proposes the improvement plan in accordance with the analysis of the actual conditions and problems for local government associations. The local government associations, which copes with integrated administration, have limitation to respond to compound administrative demands which recently emerge. For the betterment of the problems, the alternatives are proposed: first, to expand the principal agents to found the local government associations, the participation of the state government may partially allow with the conditions of demand, such as substantialize the public interest or to fulfill the connected governments' duty, although local governments should be the main agent. Second, to expand the scope of management of local administration, it is the fundamental principle that the rage of official duty is unlimited, however, the alternative proposes to makes decision the management of local administration for the installed agencies.
