The purpose of this study is to improve the productivity of local government project. Recently the government try to achieve higher performance of local government project, but up to now not be established infrastructure for measuring the productivity. In fact, governmental sector is unique in that they do not attemt to earn a profit, owned collectively by their constituents, those contributing financial resources to the organizations do not necessarily receive a direct or proportionate share of their services, their major policy decision is made by majority vote of an elected or appointed governing body. Therefore defined concept of productivity in governmental sector is different from private productivity as followed rising performance including service quality and so on.The composition of this study is as follows: the chapter 2 overviews the theoretical background such as concept, feature of governmental performance, and measurement method of productivity and the chapter 3 examines the reality and the problems of the current productivity program in local government. It is necessary to analyze obstructive factors and backgrounds of productivity in local government project. The information coming from the analyzing is very useful to higher performance.Then, based on the analytical results of the current productivity activities, the chapter 4 suggests some policy proposals : (ⅰ) establishing the infrastructures for enhancing governmental productivity such as integrated performance management system, setting of accountability center, use of managerial accounting information, (ⅱ) expense cutting by innovative management technique, (ⅲ) sustainable evaluation and management needs to rise competitiveness, it is necessary to measure exactly efficiency and inefficiency, and then sustaining management that managing data, evaluating input fators and output fators, (ⅳ) finally the local government project is the budgetary program needing as followed : sustaining improvement of plan, removement of inefficiency factors, calculation of total cost of public services (programs) is gradually required for the purpose of measuring the performance of program in new budget system.
