   Today, the main concern of local governments has been placed on strengthening their competence to cope with various challenges derived from loclaization and information society. It is possible for local government's competence to be strengthened through selecting fit persons and training them. Civil servants for local governments play a very important role in developing local autonomy and initiating regional public opinions. Thus, the future of local governments depends on the training system for local civil servants, including the management of training institutions and training programs.South Korea's training for local civil servants has been charged by 15 training institutions under local governments in the provincial level. Recently, there has been changed in the management system of training institutions for local civil servants by introducing the contracting-out system. The main goal of this study is to examine the features of the 4 cases derived from the 4 types of the management of training institutions, including direct management, entire contracting-out, partly contracting-out, and contracting-out by course systems of training institutions. It has focused on the following parts from the cases: management systems, training-related budgets, training programs, and trainee's awareness. Results demonstrates that the partly contracting-out system of the management of training institutions for local civil servants is better than others in terms of the publicness and the efficiency. It is satisfied with the two aspects. It increases the publicness by that training institutions directly educate and train local civil servants for the enhancement of their job-based skills. It also strengths the efficiency of the management of training institutions by making a contracting-out with excellent institutions having copious experiences and know-how of the training in order to save the cost.Recently, the introduction of various types of the management of training institutions may have a positive effect on educating and trainig competent local civil servants who will contribute for local governments to strength their competence. If governors and mayors have an interest in the importance of training civil servants and are willing to invest big money for training institutions, it is sure that local governments become more competent than before because of many talented civil servants.
